
Statute of HRCUT
Article 1: The Center for Human Rights Studies, hereinafter referred to as
“The Center”, is established as part of the Faculty of Law and Political Science of the University of Tehran. The Center shall benefit from governmental and private financial assistances.
Article 2: The Center for Human Rights Studies enjoys a legal Status.
Article 3: The Center sets as its Objectives research and training on different aspects of Human Rights at national, regional and international levels.
Article 4: In order to materialize its objectives, the center undertakes the following functions:
A) Conducting research, authoring and translating materials in the following areas:
1- Theoretical foundations of human rights
2- Conceptual and historical development of human rights
3- As well as sources and foundations, of international humanitarian law
4- Principle and rules, human rights enforcement and monitoring mechanisms
5- Violations of human rights and mechanisms for reparation
6- International criminal tribunals
7- Regional and international human rights arrangements
8- International human rights NGOs
9- Promoting international cooperation in the field of human rights studies
B) Promoting cooperation with domestic and international academic and research centers in the above-mentioned fields
C) Organizing special training courses
D) Convening academic conferences
E) Publication of studies and conference papers
Article 5: The constituent parts of the center are the General council, the Research Committee, the Director, the Library, the Information and Documents Center and the Secretariat
Article 6: The General Council comprises of the following members:
1- Dean of the Faculty of Law and Political Science, acting as chairmen of the General Council
2- Director of the center, acting as secretary of the General Council
3- One deputy Foreign Minister, nominated by of Foreign Minister
4- One deputy Minister of Justice, nominated by Head of the Judiciary
5- Five eminent scholars of human rights, upon the recommendation of the dean of the Faculty of Law and Political Science and approval of the president of the University of Tehran
Article 7: The Members of the General Council, referred to under item 5 of Article 6, shall be appointed for a period of four years, the term of three of whom, randomly chosen, shall expire at the end of the second year of the first term.
Note: The elected members of the General Council may be re-elected
Article 8: The General Council shall meet at least once in every six-month period upon the invitation of its chairperson or the secretary. The General Council meetings shall be deemed as official with the attendance of two thirds of its members. The General Decision of Councils shall be taken by a majority vote of the present members.
Article 9: The functions of the General Council include the following:
1- Formulating general policies of the center
2- Adopting research and educational policies recommended by the president of the center.
3- Establishing or closing research divisions upon the recommendation of the president.
4- Adopting rules of procedures upon the recommendation of the director.
5- Examining and adopting the proposed budget of the center upon the recommendation of the director.
6- Deciding a the acceptance or refusals of non-governmental assistances
7- Deciding on the issues falling outside the competence of other constituent parts of the center.
Article 10: The Research Committee comprises of the director or assistant director supervisions, directors of research divisions of the center and associate deans for research affairs of the Faculty of Law and Political Science.
Article 11: The functions of the Research committee include the following:
1- Studying elementally adopting, and overseeing their implantation research and training programs of the center upon the recommendation of the president or the director of one of the research divisions of the center:
2- Studying examines and adopting Proposals for organizing academic gatherings upon the recommendation of the president or directors of research divisions.
3- Studying examine and adopting program of scientific cooperation with other domestic or international research and academic institution upon the recommendation of the president or direction of research divisions.
4- Examine and taking decisions on the Publishing materials of the Center.
5- Studying and Commenting on the research activities of the Center, upon the recommendation of the president.
Article 12; The Center include three research developments as follow:
1- Development of Islamic human rights Studies.
2- Development of International human rights studies.
3- Development of Comparative human rights Studies.
Article 13: Each department shall be led by a supervision who is preferably appointed from the Professorate of the Faculty of law and Political Science upon the recommendation of the director of the center and approval of the Dean of the Faculty of Law and Political Science.
Article 14: Each research department is responsible for the preparation and implementation of research projects and cooperation in other fields of the center.
Note: Research Departments may prepare and implement joint research and study projects.
Article 15: director of the center is appointed for a four-year period from the professorate of the Faculty of Law and Political Science who is export on in human rights, upon the recommendation of the Dean of the Faculty of Law and Political Science and approval of the President of the University of Tehran.
Article 16: Director is the highest administrative and executive authority of the center, who is responsible for the implementation of the decisions of the General Council, overseeing the implementation of research projects, appointing, dismissing and remuneration of the administrative staff of the center, in accordance with the regulations and procedures of the University of Tehran and its approved budget.
Article 17: The center includes an assistant director, who would be appointed from the professorate of the Faculty of Law and Political Science upon the recommendation of the professorate of the center and approval of the dean of the Faculty of Law and Political Science. The shall assistant assist the director of the center to implement his/her functions and shall undertake responsibilities of the director in absence.
Article 18: The library and information center is a specialized library of the Faculty of Law and Political Science, which its supervision would be appointed by the director of the center upon the recommendation of the research committee.
Article 19: The Secretariat is responsible for the conduct of the administrative affairs of the center.
Article 20: Head secretary of the secretariat appointed by the director of the center and shall function under his/her authority.
Article 21: The revenues of the center would be derived from the following sources:
1. An annual sum allocated to the center under the official budget of the University of Tehran.
2. Payments made to the center by different ministries and governmental and private organizations, as part of the fees for the conduct of their requested research projects or training services
3. Gifts made to the center by different individuals or institutions
4. Exclusive revenues earned through the sale of its publications
Article 22: All the expenditures of the center including research fees, wages, financial rewards and other charges are settled by means of checks, bearing the signature of the director (or assistant director as an acting director) and the accountant of the center.
Article 23: All necessary rules of procedures, policy guidelines and agendas take effect in due time upon the recommendation of the director of the center and approval of the General Council.
Article 24: This statute comprising 24 articles shall enter into force upon the approval of 1/1/2000
